ABSTRACT
Forest resources the world over are subject to multiple claims by government officials, entrepreneurs, and forest-based or forest-dependent people. These intersecting claims take various forms within the same country or state not only because of different policy environments and forest characteristics, but also because local, regional, national, and global processes differentially affect people using particular forests.
