ABSTRACT

The Food and Drug Administration is a regulatory agency within the De­ partment of Health and Human Services (HHS). The Department of Health, Education, and Welfare (HEW) was established in 1953 to unify adminis­ tration of federal health, education, and Social Security programs. In 1979, the education function was transferred to a new Department of Education and HEW was redesignated HHS. FDA is organizationally located within the Public Health Service, which is one of the six primary operating organi­ zations of HHS. Seven other agencies, including the Centers for Disease Control and Prevention and the National Institutes of Health, along with FDA, constitute the Public Health Service. FDA is operating in fiscal year 1997 with a budget of approximately $996 million and 9,358 employees.
