ABSTRACT

The final chapter addresses how agencies can overcome downsizing’s greatest challenges and manage with excellence in a downsizing environ­ ment. The research investigated executive management of downsizing in the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration required by the Clinton Administration’s National Performance Review to reinvent government. The three case studies pro­ duced fresh perspectives and empirical evidence to support a theoretical model of executive management of downsizing. The research aims to be useful for practice and theory. Therefore, the chapter starts by highlighting downsizing’s greatest challenges and how to overcome them. Next, four­ teen management actions for effectively leading and managing change such as downsizing are summarized. Then, policy implications followed by theo­ retical implications are discussed. Finally, concluding remarks are made with some suggestions for future research.
