ABSTRACT

The thematic interpretations identified the tasks for an office and how to approach them within the larger set of programs and statutory obligations for the bureau. Within Urban Mass Transportation Administration (UMTA) respondents presented concerns for “doing the job,” the interpretations of which reflected explicit job assignments or perceptions of their part of the programmatic trust. Individuals and groups competed in trying to inject their perspectives into office-level and bureau-wide policy decisions. Policy preferences are evident in both Federal Highways and UMTA. Careerists in UMTA expressed frustration with an inability to make land use planning stick among localities that were building transit systems.
