ABSTRACT
The United Nations Security Council, during the absence of the Russian delegate, had resolved to support the Republic of Korea in its attempt to resist the aggression of the communists from the north and had announced its intention of reuniting Korea. In each area of the world, whether it be in Germany or in Korea, or in South-east Asia, where the communists with Russian support have occupied a portion of a country, they have immediately begun the buildup of an army equipped and trained with all the necessary heavy weapons, artillery, and armor for aggressive warfare. The problem of evacuating a considerable number of American citizens, most of whom were with the Economic Co-operation Administration and had been in Korea since its establishment as a sovereign republic in 1948, was placed upon General MacArthur. The communist forces had overrun Seoul and had penetrated deeper into Republic of Korea territory in a drive toward Pusan, the south-eastern port city.
