ABSTRACT

The success or failure of public projects ultimately comes down to the project manager’s success or failure in balancing three major factors—scope, schedule, and cost. The project schedule is the projected amount of time it will take to complete the project’s scope of work, which is the total amount of work involved in completing the project successfully. The schedule is expressed in terms of objectives or goals, which are often referred to as “milestones.” The project schedule becomes more fully developed as the project design is refined. The public sector project manager should develop a “macro-schedule” that stresses strategic goals and objectives. The contractor’s schedule covers all construction or project work activities. A significant amount of time must be allocated by the project management team to the design phase of a traditional design-bid-build construction project.
