ABSTRACT

This chapter discusses the public sector project teams can take many forms, and the roles and responsibilities are continuing to shift. As more and more of the work of public sector projects is outsourced to contractors and consultants, public sector project teams find that their major responsibilities comprise planning for, procuring, and managing those contracts. Jackson pointed out that the Boston Harbor project team was particularly fluid in that many of the members would join it or leave it at different times. Contractors can often provide public sector project management teams with needed expertise, particularly in technical areas, and they are frequently the only resource available to public agencies to undertake the project construction or development work. It is important in both public and private sector organizations that the project management team chooses the appropriate system for the particular project they are managing.
