IT is surprising to realize that during these four years Chadwick still held the position of Secretary at the Poor Law office. Why he was never dismissed is an interesting matter for speculation. Head and Lewis were not above discussing whether or Iiot he would leave the office in disgust, but they never went so far as to consider removing him. l Probably Graham stood in their way; and if he did so, we may be sure that it was out of no love for Chadwick but doubtless from a wholesome fear of what embarrassing secrets the offended ex-Secretary might reveal.
