ABSTRACT
In all the parishes of our dioceses there exists already a considerable amount of distress: and, week after week during the last six months, this distress, if not adequately and promptly relieved, is sure to increase and extend. It will affect, on average, from one-third to one-fifth of the population, and a still larger proportion in most of our towns.
