ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book considers different ways of understanding the term 'teenage pregnancy' and provides an overview of relevant research. It explores some of the evidence of what contributes towards helping young people avoid unplanned conceptions – in particular the essential contribution of high-quality sex and relationships education and access to effective contraception. The book sets out the rationale for prioritising teenage pregnancy, the analysis of why England had such high rates, the development of an evidence-based action plan and the structures that were necessary for implementing a multi-agency, long-term programme. It focuses on how the national strategy was implemented in local areas: how the ten key factors confirmed in the mid-course review were translated into action to create the necessary whole systems approach. The book also focuses on the actions the strategy took to support teenage mothers and young fathers.
