ABSTRACT

This chapter highlights the importance of Executive Order 13583 in the promotion and inclusion of diversity across federal government. It describes by discussing several important current federal employment government trends that should be considered in order to foster greater success in achieving a representative bureaucracy. A commitment to representative bureaucracy remains a vitally important component of public personnel management. Several recent Executive Orders, including 13583, 13171, and 11478 have made important contributions to strengthen the commitment to diversity in federal employment. In many ways, the future diversity challenge of federal employment is akin to the challenges of yesterday and today: It is to fulfill our democratic commitment to equality within the public sector workforce. Hiring and retaining a diverse, representative public sector workforce is an important factor in achieving social equity.
