ABSTRACT

This chapter explores the bill of quantities and new rules of measurement so that their composition, application and usage are understood. The method and sequence of measurement in the bills is based upon the Royal Institution of Chartered Surveyors New Rules of Measurement 2: Detailed measurement for building works. The great advantage of the new rules of measurement – detailed measurement of building works and its predecessor the standard method of measurement, 7th Edition – is that it determines a uniform method accepted by all parties. Few Rules of Measurement 2 divides preliminaries into two main sections: preliminaries, such as, main contract, and preliminaries, such as, work package contract. In 1912 a Joint Committee, made up of members of the Surveyors' Institution and the Quantity Surveyors' Association, was constituted, charged with the task of producing a standard set of rules for measuring building works.
