ABSTRACT

The construction industry is a dangerous environment and it has a poor health and safety record. The management of health, safety and welfare is without doubt a major and important activity of construction managers. The Health and Safety Executive (HSE) was formed on 1 January 1975 with a remit to undertake the requirements of the Health and Safety Commission and to enforce health and safety legislation in all workplaces, except those regulated by local authorities. The HSE publishes guidance on a range of subjects concerning health and safety problems relating to a particular industry, such as construction. Modern health and safety law is based on the principle of risk assessment. The HSE has provided an easy to use toolkit in respect of health and safety on construction sites. The toolkit begins by examining the contractor's business by focusing on the planning, organising and controlling the work that is involved.
