ABSTRACT

Vietnam is considerably advanced in its legislation and National Green Growth Strategy targets. However, the country would benefit from an approach that allows the government to better evaluate the success of its initiatives thus far in achieving desired sustainability and development goals. Based on a review of key national policies, it is recommended that a Green Economy - System Dynamic Modelling (GE-SDM) approach using three indicators, GDP of the Poor, Decent Green Jobs and Green GDP, is the most effective tool for Vietnam to meet the goals listed under its National Green Growth Strategy. SDM is a computer modelling system that allows policy makers to compare potential economic trajectories for given sectors over time. In the case of a green economy, planners can derive understanding and policy insights from the visualized impacts on the economy, environment and poverty that are demonstrated by the three indicators in a System Dynamic Model. If Vietnam selects a GE-SDM approach, a national level analysis would be undertaken to estimate Green GDP and Decent Green Jobs and a pilot province selected to test the implementation of a GDP of the Poor indicator.
