ABSTRACT
Developing effective treatments for individuals with substance use disorders and mental illness requires expertise in overcoming complex obstacles in the domains of policy and financing. While convincing data about the effectiveness of innovative clinical programs can help to overcome these obstacles, workers at many levels of government and the private sector must also develop innovative strategies to modify the current care system. This chapter will describe barriers to effective treatment and then suggest models and strategies for change.
