ABSTRACT

Greensboro, North Carolina, is a refugee resettlement city, and had an estimated population of 279,782 in 2013. The population is 48 percent white, 41 percent black or African-American, and 7.5 percent Hispanic (United States Census Bureau 2015). The participatory budgeting process in Greensboro is unique in that the concept has been looked at for quite some time, but the official process is just beginning.
