To deal with such cases, I will essentially adopt Hamblin's (1973) analysis of questions. As we have seen in chapter II, section 4.1.1, Hamblin proposes to treat wh-phrases as denoting sets of possible individuals and, correspondingly, wh-clauses as denoting sets of possible propositions. This seems to me a perfectly reasonable approach when the wh-phrase is not otherwise associated with a quantificational force.
