ABSTRACT

This chapter is based on five years of fieldwork in Mindanao, The Philippines where child protection is of critical importance. The contributor worked with Nonviolent Peaceforce, which specializes in Unarmed Civilian Protection in close cooperation with the United Nations and in particular UNICEF in order to report and respond to Child Protection issues happening in Mindanao and surrounding islands. The work demanded neutrality, impartiality to the parties to the various conflicts, an active presence, access to remote conflict-affected areas and a strong compulsion for Humanitarian Action to benefit thousands of long-suffering civilians and internally displaced persons (IDPs) as a result of the armed conflicts. It also entails a close examination of UNICEF’s communication and media strategy
