The Re-ing of Local Government: Understanding and Shaping Governmental Change

Reinvention, re-engineering, and restructuring are some of the many approaches to governmental change that begin with the prefix re. These efforts are responses to the fact that many local governments are nearing a fiscal and service delivery crisis. The voices decrying the weaknesses and failures of public organizations are strong and perhaps growing (Osborne 1992). Four primary factors are contributing to this crisis.
