ABSTRACT

The challenge for open government is the need to balance it with the rights and privacy of individuals. You can see this struggle take place now with the policy conversation concerning police officers being required to wear body cameras. The advantages are obvious, as it would help constrain the misbehavior of potential perpetrators as well as possible abusive officers. It would provide more reliable evidence than eyewitnesses alone. Yet, there are fears that it might invade the privacy of police officers and citizens alike.
