ABSTRACT
In this chapter, the logic of inquiry has been discussed at the beginning followed by the revelation of the focus of the book. Several important concepts in public policies and administration have been introduced here to familiarize readers with their definitions. Relevant theories for understanding the logic behind policy decisions and actions have also been introduced and discussed in brief along with the methods that have been used in the collection of information for the study. The overall approach undertaken in this chapter is expected to help readers understand the rationale used in decision making and policy implementation and the efforts made by various groups to bring about relevant policy changes, discussed in the subsequent chapters.
