ABSTRACT

A long-established field of studies called human resource management shows how and why employees matter. Human resource management practices (HRMP) are initiatives that are used to improve individual and organisational level performance. HRMP are thought to be important for organisational performance because they can affect the micro-level behaviour of the individual employee. The most common theory that is used to justify the causal linkage between HRMP and organisational performance outcome is the Ability, Motivation and Opportunity model. The use of best practice human resource practices would also require an educated and trained workforce. Training, however, alongside other factors such as autonomy and overall level of democracy was shown to affect electoral management quality. Expenditure in training electoral officials is therefore a vitally important measure for improving electoral integrity. Professional qualifications in electoral administration were also widely held.
