ABSTRACT
As far as most casual observers of public affairs are concerned, the policy process ends once a decision has been made-when a bill has been approved, a regulation promulgated, an executive order signed, and so forth. Those more familiar with the intricacies of policy implementation tend to be more skeptical and to wait until various administrative problems have been ironed out before they feel satisfied that the policy process has run its course.
