ABSTRACT

A critical piece of this policy puzzle is that international air travel emissions have not been lumped in with national emissions budgets in discussions thus far. Another thing to keep in mind is that when we speak about policy as it has evolved so farparticularly at the international level we are talking mostly about who is responsible for carbon and how they will be held to account. And the focus of the search for solutions is also in this international arena, with awareness that technology and policy tools that can reduce air emissions at the international scale may also be workable at the national level. We will see a little more clearly why that is when we get to our discussion about the progress in current international aviation policy discussions. As we continue, we see that applying Common But Differentiated Responsibilities (CBDR) is, in some ways, problematic to the goal of creating aviation emissions policy.
