ABSTRACT

This chapter examines the effect that the liberal peace-building security agenda has had on the political economy of Sierra Leone, and thus on the governments articulation of the intersection of economic, development and security priorities. It analyses three key documents of the Government of Sierra Leone in the post-conflict period: the 2005 Security Sector Review, the 2005 Poverty Reduction Strategy Paper I (PRSP I) and the 2006 Workplan of the Ministry of Agriculture, Forestry and Food Security (MAFFS). The chapter focuses on the PRSP I, launched in February 2005 to reduce the poverty created and exacerbated by the 11-year conflict. To assess how the PRSP-Is vision was expressed through the work of line ministries. The chapter focuses on the 2006 2008 Medium Term Expenditure Framework and 2006 Outline Workplan of the Ministry of Agriculture, Forestry and Food Security (MAFFS Workplan).
