ABSTRACT
It has already been said that the original take-up of earned value methods in the USA was slow and that lack of suitable software must have been a contributory factor, particularly after the failure of PERT/Cost, which embodied earned value principles. However, the lack of suitable software was not the only problem as in some cases, the data structure and mode of operation did not support an earned value approach.
