Bill did not belong to a union, so like 85% plus of American workers, he had no true advocate to stand up for him. Bill had gone to HR, but like most targets of workplace bullying, the HR department did not believe Bill. While individual solutions, employer solutions and union-based solutions all offer potential paths to eliminate at least some workplace bullying, all of these solutions are far from ideal. They leave too many targets, like Bill, susceptible, put bystanders at risk, fail to fully address workplace bullying or have proven to be inadequate. The legal solution to workplace bullying must effectively address all potential acts of bullying. The first key to an effective piece of legislation addressing workplace bullying is that it must address all forms of workplace bullying. The Healthy Workplace Bill is flawed and does not provide the protections necessary to eliminate the workplace bullying that strips targets of their right to dignity in the workplace.
