ABSTRACT
I first met Michael Burgess at the annual conference of the International Political Science Association (IPSA), in 1985, in Paris. I had read Burgess’s work on federalism as ideology and found it innovative and highly relevant to explaining Quebec–Canada political tensions and other cases involving binational as well as multinational federations. Ever since, we have been exchanging on the ‘why and how’ of federalism in divided polities.
