ABSTRACT

This chapter uses the framework developed in this book to analyse anti-poverty policies in other countries, with the objective of establishing the explanatory potential of the framework. The purpose is first, to consider the extent to which the analytical components of constitutive contexts, policy representations, policy practices and policy consequences can be evidenced in the policy contexts of other countries. Second, it is to consider how the distinctiveness of these contexts can generate further insights on the inter-relationships between the components and thus strengthen the framework. The method employed in this chapter is to examine the relevance of the four component categories of the framework to the analysis of these policies, drawing on evidence from a range of empirical studies. The studies were commissioned by different institutions and designed with varied objectives, sets of questions, scales of analysis, underlying perspectives and methodologies.
