ABSTRACT

The aim is to break down the large project into smaller manageable units to make it possible to address the source and level of complexity of each unit separately. By monitoring the whole group of units in relation to the environment and the strategic goals of the programme, systemic responses may be made in relation to the whole programme. The tool is based on standard approaches to programme management informed by complexity sources as a management strategy. To use this tool successfully there must be commitment from the executive and adequate resources committed at the programme and the project level. A programme management team is established comprising senior representatives of the key functions responsible for delivering the project and users/client. The programme directorate must be in direct contact with those who set and monitor the organisational strategy because the programme directorate is responsible for ensuring that organisational strategy is translated into a group of interrelated projects that can be implemented.
