ABSTRACT

The contribution of the US was integral to the design and establishment of the UN at the end of the Second World War. The preamble of the UN Charter states the inspiration behind the Organizations founding as being to save succeeding generations from the scourge of war, to unite strength to maintain international peace and security. The end of the Cold War in 1989 and the emergence of the so-called New World Order brought the possibility of consensus between member states. Christine Gray also notes that the end of the Cold War brought with it a steep decline in the use of the veto and a massive increase in the activity of the Security Council. The US was authorized to use all necessary means to establish as soon as possible a secure environment for humanitarian relief operations in Somalia.
