ABSTRACT

This chapter addresses how the US has taken actions which have attempted to widen the standard for attributing the actions of non-state entities to territorial states, in particular the introduction of the harbouring standard of attribution. On 26 June 1993, in response to an alleged plot to assassinate the former US President, George H. W. Bush whilst on a visit to Kuwait on 1416 April 1993, US forces launched a missile attack on the Iraqi Military Intelligence Headquarters in Baghdad. In the Security Council the missile strike was not perceived merely as a singular response to the assassination plot but was viewed as a general deterrence against possible future acts of state-sponsored terrorism by Iraq.
