International criminal justice is aimed at a common humanity in the name of universal values. He promoters of international criminal justice claim that international justice restores a humanity attacked by crimes against humanity. The International Criminal Tribunal for the former Yugoslavia (ICTY) trials do not bridge the barriers of humanity divided into states, regions, and social classes. The ICTY has favoured establishing a special state level war-crimes chamber in Sarajevo, to which some of the ICTY cases would be transferred. A top-down assessment of the place of the ICTY in post-war Bosnia tends to lead to negative conclusions and primarily highlights the relative absence of the predicted effects. The Union of the Associations of Civilian Victims of War was created in 1971 for the victims of World War II and later extended its activities to include the victims of the 1992-95 war in Bosnia.
