ABSTRACT

Tom O'Donoghue and Clarke (2010) deem that the core concept to open up discussion on leadership of organizational learning is that of 'the intelligent school'. A learning organization is one based on humanistic values and aspires to levels of cooperation and learning to make the organization more successful. The associated assumption is that since schools maintain a focus on learning, an alignment with a positive perspective on organizational learning is both understandable and justified. O'Donoghue and Clarke (2010) deem that the key concepts for gaining an understanding of leadership for teacher learning are 'collaboration', 'collaboration and inclusive education' and inter-school collaborative activities. Fullan and Hargreaves (1996) were amongst the early educationists to argue that collaboration must be based on mutual enquiry and sharing in order to lay the foundations of a professional learning community. Within inclusive schools, collaboration requires joint communication and decision making amongst educational professionals to create an optimal learning environment for students with 'exceptionalities'.
