ABSTRACT

This chapter presents the book’s theoretical and analytical framework used to examine hydropolitics in Central Asia. It begins by providing theoretical insights into the notions of power and hegemony, illustrating the intimate connection between these two concepts. Subsequently, it reviews the Framework of Hydro-Hegemony, proposing a redesign of its structure, the Circle of Hydro-Hegemony (CHH), an analytical framework that explicitly shows that the neo-Gramscian notion of hegemony and not power is at the centre of its structure.
