ABSTRACT

This chapter is about the regulation of premium rate services (PRS) in the UK. These services exist where consumers pay for content (and now, goods and services) through their phone bill. The regulatory body is the Phone-paid Services Authority (PSA), and its documents and regulatory approaches are considered. Attention is paid to the origins, key principles, emerging areas of focus, and enforcement of the specific rules regarding PRS; overlap with other areas of law, such as broadcasting, is also noted. It is concluded that the very specific regulatory system for PRS has been surprisingly effective, although its medium specificity may be a reason for this success as well as the source of a number of challenges.
