ABSTRACT

Recently, with the introduction of Amendment 3 of the IET Wiring Regulations in 2015, people have seen a change in the terminology used to relate to those carrying out inspection and testing. People now use the term 'skilled person'. Although this term has been in the regulations since 2008, its definition was weakened to allow room for the more familiar term 'competent person' to be used. The current definition taken from BS 7671:2008 is: Skilled person. Person who possesses, as appropriate to the nature of the electrical work to be undertaken, adequate education, training and practical skills, and who is able to perceive risks and avoid hazards which electricity can create. Establishing a person's competence is tricky and judgements must be made against two main criteria: knowledge and experience. Proving competence is about compiling evidence of relevant knowledge and experience.
