ABSTRACT
The provision of education in refugee camps on the western border of Thailand provides a valuable case study of how the affi liation between camp civil society and NGOs has evolved and developed in a protracted refugee situation. Over three decades, this relationship has been modifi ed in scope and scale but has managed to maintain some form of stability despite changes in NGO partners.
