ABSTRACT

This chapter shows that the enacted Framework stresses several important Early Childhood Education and Care (ECEC) curriculum characteristics and focuses on seven major issues. The issues are the evolution of ECEC in Taiwan, the framework of the ECEC curriculum, the integrated curriculum approach and common models, preschool evaluation mechanism, training of preschool educators, future directions, and a few final remarks. The Integrated ECEC policy shows that the educare quality of young children is a serious concern in Taiwan. This national policy definitely improves upon the earlier two systems that prevailed before the ECEC Act was implemented. It tries to integrate resources to conduct a more thorough planning, implementation, and evaluation process within early childhood education. There are some encouraging outcomes such as increased early childhood education quality and the recognition of the child as an active learner. Yet some unresolved challenges remain such as hierarchy within the ECCE system, unequal pay, and limited training and promotion opportunities for educare givers.
