ABSTRACT

This chapter focuses on the history of early childhood education (ECE), its challenges, and its current state in Uganda. Uganda, like other developing countries in the world, has placed increasing attention to the educational and health needs of young children. It should be mentioned that Ugandan early childhood teacher training programs focus on improving a skill sets without direct entry into any early childhood teacher program at the diploma or degree levels. The government regulates, monitors, and supervises the provision of early education. However, the absence of government ECE centers in Uganda poses a challenge for ECE. Another factor that has influenced development of ECE in Uganda is political instability. The assessments include the Uganda National Assessment of Progress in Education (NAPE) and Uwezo surveys. The Uwezo survey is part of a family of citizen-led household-based assessments that seek to establish children’s actual learning proficiencies.
