ABSTRACT

This chapter focuses on effectiveness as the capacity of the Group of Twenty (G20) and Brazil, Russia, India, China and South Africa (BRICS) to deliver on the commitments made by the leaders at the summits. It explains the compliance performance of both groups. Compliance assessment deals with priority commitments from each Group of Seven/Eight (G7/8), Group of Twenty (G20) and BRICS summit. Priority commitments are those that best capture what the summit as a whole did on the decision-making dimension of its global governance. Compliance is assessed according to the criteria of official re-affirmation of a summit commitment; internal bureaucratic review and representation; budgetary and resource allocations made or changed; and new or altered programs, legislation and regulations. BRICS compliance data are available only for the summits between 2011 and 2015. Compliance performance with these commitments is compared with the average compliance for all commitments with compliance scores available.
