ABSTRACT
A procedure is a specified and detailed process through which controls are implemented and may either be:
managers or process ‘owners’ concerned.
Effective control cannot be maintained through guidelines.1 Especially in organisations that consider themselves to be empowered, there must be a baseline set of mandatory standards. Members of the extended enterprise should be empowered and required to follow and to certify annually that they have done so.
