Surprisingly, offset projects 1 cause the Serious Fraud Office (SFO) little angst,2 yet they are often hopelessly vulnerable to both political corruption and commercial bribery and potentially far more corruptive than facilitation payments or hospitality. The essence of offsets is that in major projects rival bidders offer additional schemes and benefits as part of an overall package.
