ABSTRACT

This chapter shows that structures clearly have a widespread influence on organizational characteristics, and will therefore be a factor determining the nature and content of the change strategy, and its implementation. The personality of the manager is central to the nature of the organization. Most organizations, if the manager is given a free hand, will surely end up to some extent as the apotheosis of the manager's character in all its glory. If an organization operates within a bureaucratic structure, the limits of responsibility will be clear at all levels, reporting mechanisms will be obvious and procedures will be carefully laid down. Power and decision-making centres will also be clear. Change management in a complex and unstable environment depends on the best use of the skills, knowledge, and experience within an organization. A series of project management initiatives on their own will not build the organizational capacity to manage change as a natural and permanent condition of organizational life.
