ABSTRACT

The Worst Forms of Child Labour Convention, 1999, No. 182, recognizes the 'use, procuring or offering of a child for prostitution, for the production of pornography or for pornographic performances' as a worst form of child labour which requires immediate prohibition and elimination as a matter of urgency. Convention 182 is an action-oriented instrument, requiring, in addition to the prohibition of the worst forms of child labour, the adoption of policy measures aimed at prevention, elimination, and rehabilitation of victims. The Optional Protocol to the Rights of the Child (CRC) on the sale of children, child prostitution and child pornography provides that 'Child prostitution means the use of a child in sexual activities for remuneration or any other form of consideration'. In many cases, the involvement of children in sexual exploitation involves situations that can be clearly qualified as forced labour, or other slavery-like practices such as child trafficking.
