ABSTRACT

The rapid expansion of China's engagement in Africa has drawn a lot of attention, criticism and even hostility. Some see these activities as a serious challenge that China has launched against the West and its interests in Africa: "China is actively expanding its influence in Africa to secure supplies of natural resources, to counter Western political and economic influence while expanding China's global influence". Ministry of Foreign Affairs in African countries is the frontline officers, identifying the "national interest" and making connections with local governments. Their mission is political and diplomatic, whether this refers to competing with Taiwan for diplomatic recognition in African countries, ensuring China's access to natural resources and markets, or building broader political support in the region. Africa increasingly is seen as a large market where Chinese state-owned enterprises (SOEs) and private firms compete for a piece of pie.
