ABSTRACT

From 1986, Vietnam gradually transited to a market economy with a rapid growth of private enterprises. State-owned enterprises are also required to engage market transactions on equal footing with private enterprises. A national market of more than 92 million consumers in Vietnam is really an attractive place for foreign and domestic investment. Information and communication technology is also driving up changes in Vietnam. Lodging complaints to authorities to ask traders to respect consumer rights is not a very popular way of addressing consumer problems in Vietnam. The main current law to regulate interactions between consumers and traders in Vietnam is the Consumer Protection Law, a statute adopted by the National Assembly in 2010. The key mandate assumed by Vietnam Competition Authority was to provide mediation between consumers and traders at the request of consumers and to provide consumer education services.
