ABSTRACT

When a new technology is introduced all the attention is placed naturally on its operation, on how it can be most efficiently used. The aspirations for making the best of the opportunity are many, even if they are contradictory. When there are diversions from the welcoming of the new technology, they come in the form of either outright opposition or mute resistance. Mass communication was seen not just as a means of conveying information, in which the information itself made an impact, but also as a new style of thinking and feeling. The advent of information technology has evoked a sense of wonder but it has also embedded itself so deeply in people's lives and habits that it is difficult to grasp its significance. The belief in the potential of ICT has continued but has been joined by practical demonstrations of its uses.
