ABSTRACT

The impact which legislation can have on democracy and democratic development of nations, depends on quantity and quality of laws. The evaluation of quantity of laws is dependent of the level of development of a country. In developing countries it may be useful to knit a dense network of law, in order to strengthen the rule of law and redress contractual or customary law. The law is an instrument for building a coherent legal system, unifying terminology and principles of regulation. Within the framework of the constitution, legislation produces laws for day-to-day government of the nation, regulations for implementing political programmes and the budget. Aristotle and Cicero considers issues of good regulation as an instrument in the hands of the statesman and Bentham and Montesquieu. The European community, the regulations of which are binding on all Member States or European citizens directly, since its foundation in 1957 released 997 guidelines and 2,605 ordinances.
