ABSTRACT
This chapter considers the view the public library as a value judgement. That judgement is based on a critical assessment of the literature and research. Value judgement includes a large element of belief and the present judgement is rooted in a longstanding belief that the public library has to be much more than a simple retail service. In finding a way to marry equity and excellence the public library must embrace services for the educated and those ambitious to be educated. Policy makers and professionals responsible for the service, must agree on its purpose and be committed to it. It is now time for the library profession to move on from the position of addressing agendas that have been suggested by others, to one where it argues what is necessary and valuable. The politicians and professionals involved needs to be committed to the integration of equity and excellence in the library service, and implement policies that balance the various needs.
